The project will investigate the social and legal\nreasons behind the increasing number of EU citizens who are at risk of living\nbelow the poverty line despite being employed. Law Professor Bernd Waas from\nGoethe University is heading a subproject.<\/p>\n\n\n\n<p>In 2017, almost 10 % of the EU\u2019s working\npopulation was at risk of living in poverty, representing roughly 20.5 million\nEU citizens. In addition to negative individual consequences such as social\nisolation, and exclusion from participation, in-work poverty also jeopardises a\nfundamental feature of EU citizenship: the right to a life of basic human\ndignity. Before governmental action can be effectively taken, the sources of\nthe problem have to be understood. The WorkYP Project will contribute to this\nunderstanding.<\/p>\n\n\n\n<p>\u201cCountries implement certain measures to\nprevent in-work poverty, but there is not a set approach towards reducing or\neliminating it. EU Member States \u2013 individually and collectively \u2013 need a\nbetter understanding of the problem, an understanding supported by pertinent\ndata and which allows them to monitor and successfully attack it,\u201d says Luca\nRatti, the WorkYP Project\u2019s coordinator and Associate Professor of European and\nComparative Labour Law at the University of Luxembourg.<\/p>\n\n\n\n<p>The distribution of in-work poverty\ndiffers substantially across Europe, due to different social and legal systems\nor measures implemented to reduce poverty. For example, 13.4% of the working\npopulation were at risk of poverty in Luxembourg in 2018, compared to 5.2% in\nBelgium. The reasons for such differences have not been sufficiently\ninvestigated. Therefore, the WorkYP Project will analyse seven representative\ncountries with different social and legal systems (Luxembourg. Belgium,\nGermany, Italy, the Netherlands, Poland and Sweden) to document the problem and\nto propose best practice solutions to combat in-work poverty across all\nsystems. \u201cWith this study, we intend to help EU Member States, and the EU as a\nwhole, to better target their policies and regulatory action,\u201d Ratti explains.<\/p>\n\n\n\n<p>The WorkYP Project has identified specific\ngroups of people that are at greater risk of in-work poverty, on which the\nanalysis will focus. These include low wage workers; self-employed people;\nthose with temporary or flexible employment contracts; and casual or\n\u201czero-hours\u201d workers. Because women are more frequently employed in low-paid\njobs or are more vulnerable to unequal working conditions, the household\u2019s\ncomposition and income will be considered in the research.<\/p>\n\n\n\n<p>Luca Ratti will lead a multinational and\ninterdisciplinary research team comprised of researchers from eight European\nuniversities (Frankfurt, Bologna, Leuven, Rotterdam, Tilburg, Gdansk and Lund)\nas well as three social rights institutions active in Europe.<\/p>\n\n\n\n<p>Goethe University will have a key role in\nthis project. It will assume project leadership for the part of the project\ndedicated to consideration of employees with atypical work contracts. It will\nfurthermore coordinate the work of the experts in the comparative analysis of\nthe various models for combatting poverty at the workplace, and the system for\nguaranteeing a minimum living standard and a minimum catalogue of social\nrights. Overall, 320,000 euros in project funds will go to Goethe University.\nProfessor Waas, who already heads the European Commission\u2019s labour law expert\nnetwork, and also coordinates the project on the restatement of labour law in\nEurope, is pleased with his new task. \u201cThe days will be a bit longer, but it\nwill be worth it,\u201d he says. \u201cIn particular with regard to the rapid\ndigitalisation of the workplace and the emergence of completely new forms of\nwork, numerous problems have come about that are in urgent need of answers.\u201d<\/p>\n\n\n\n<p>\u201cI am happy that Goethe University is\ninvolved in such an important European research project. Decent working and\nliving conditions in all countries of the Community are of critical\nsignificance for Europe\u2019s future,\u201d says Professor Simone Fulda, who as Goethe\nUniversity Vice President is in charge of research.<\/p>\n\n\n\n<p>Horizon 2020, the EU Framework Programme\nfor Research and Innovation launched in 2014, funds collaborative projects in\nresearch and innovation. Research organisations, universities, and companies\nare all eligible to participate.
