Full support for University’s Demands
In its most recent meeting, the University Council of Goethe University resolved: “While it acknowledges the Hessian state government’s financial situation, the University Council of Goethe University Frankfurt is extremely concerned about the state’s planned budget cuts to the Higher Education Pact. The Council fears dramatic consequences for Hessian universities and democratic education and fully supports Goethe University’s demands.” The University Council serves as the university’s supervisory body. Its members come from organizations other than Goethe University, who have a background in academia, business, professional practice, and the arts.
Background Information:
According to the state government’s current plans, the next Higher Education Pact – set to begin in 2026 – would result in a deficit of around € 1 billion for the 14 Hessian universities over the next six years. This would entail a permanent 10% staff reduction across academics, the arts, and administration. Even though significant wage increases must be covered, the draft proposes funding cuts in 2026 and 2027. This financial gap puts some universities at risk of not being able to independently maintain their liquidity. The universities have already contributed building reserves totaling €475 million toward fiscal consolidation in the 2025 budget year and are now calling for substantial improvements to the Higher Education Pact plans.
